GTA 6 fuel system: gas and electric cars
Yes, GTA 6 has fuel. Cars and motorcycles burn gas and can run dry, even in the middle of a chase. You refuel at gas stations by holding the trigger for about 10 seconds, and electric cars charge at charging points. A tank lasts a long time; the risk is a stolen car that's nearly empty.

Electric cars and charging
Electric cars exist and charge at charging points. Davy Jones asked Rob Nelson about a plug icon in a parking lot during the demo, and Nelson said it was an EV charger, with many more around the map.

Stolen cars and empty tanks
A stolen car doesn't come with a full tank. In one of his own runs, Nelson stole a car to escape the police; it had less than a quarter tank and ran dry before he got away.
