The Dinka Enduro and Crest Kayak come as Jason's Safehouse Vehicles. The edition also adds the Ganado Retro Build, a modkit for Jason's Vapid Ganado rather than a separate vehicle.
Is it worth it for the vehicles?
The extra $20 gets you two cars, a bike and two boats from day one. None of them should be needed to finish the story, and the regular Cheetah and other super cars are expected in the base game. The '95 Cheetah and the Squalo are the most interesting additions for players who want a fast car and a fast boat straight away.
